After Schapiro, SEC Still Needs Swift Kick in the Pants

Mary Schapiro is leaving the Securities and Exchange Commission with a long list of unfinished business. Unfortunately, President Obama has tapped a replacement, commissioner Elisse Walter, who appears competent, but is not the leader to give the SEC the kick in the pants it so desperately needs in order to fulfill its mission of protecting investors.
